Property taxes: Larimer county breakdown

I am overwhelmed by the estimated $30,000 that I have paid to the Denver and Larimer county school districts over the past 20 years, but what about the library assessments? I have not gotten $600 worth of value from my Ft. Collins library card over the past 15 years, I had better get reading.

Can someone explain the perception that children aren't receiving an excellent education and teachers are underpaid in public schools?
